DBP chairman Johan Jaaffar, who is also the moderator, said the debate would be held along the lines of the presidential debate in the United States.
"Both debaters will be on stage and will be given five minutes each to make their opening remarks and I will ask them one question each," he said.
Johan said Anwar dan Ahmad Shabery would also invite their own reporters to ask the questions.
"The reporter invited by Ahmad Shabery will question Anwar and vice versa. I think this way is fair," he added.

Ahmad Shabery Explains Why RTM Won't Telecast Live His Debate With Anwar
KUANTAN, July 14 (Bernama) -- Information Minister Datuk Ahmad Shabery Cheek said he agreed that his debate on fuel price with Datuk Seri Anwar Ibrahim tommorow be telecast live so that there would not be perceptions that the programme was edited or doctored.
He said the debate, however, would not be telecast live by RTM but rather by Bernama TV, Astro Awani and TV9 as he did not want to make use of RTM to air official programmes involving him.
Speaking to reporters after attending the opening of Pahang RTM Auditorium and Broadcasting Complex by the Sultan of Pahang, Sultan Ahmad Shah, the minister said he also agreed to the live telecast as the event was newsworthy and not because he was out to seek popularity.
"Don't make me the third most important person (after the prime minister and deputy prime minister) in terms of news coverage," he said when asked on the debate titled "Hari Ini Membentuk Kerajaan, Esok Turun Harga Minyak" (Form the government today, reduce the fuel price tommorow) scheduled to be held at the Dewan Bahasa dan Pustaka at 9pm.
Anwar was reported to have promised to reduce the fuel price if the opposition formed the government, saying, "If the Pakatan Rakyat takes over Malaysia's administration, the fuel price will immediately be reduced the next day."
hmad Shabery said the debate would enable him as the Information Minister to explain the government's recent move to increase the fuel price in the wake of the sudden rise in the global oil price.
"If the Information Minister cannot explain the government's policies, who else? That is why I've told the prime minister that if I fail to explain the issue, I will leave it to him to find a new Information Minister," he said.
Ahmad Shabery said he was confident that the people would be able to evaluate the rationale behind the government's move to increase the fuel price.
"This (debate) can set a trend in the country. If we have differences in opinion, we debate.
"This is better than organising demonstrations, disturbing public order or staging shameful concerts," he said.
tunku: as long as the debate is covered by other tv channels, it's ok for rtm not to cover it.can't wait for 2100hrs.

Dear Tunku
if debates of this nature are allowed, people will not go to the streets to demonstrate. let this become a malaysian culture. why fear debates? let's move towards a first class mentality the way they do it in first world countries.
can't wait. to see how Anwar will be able to rely on more than his admitedly amazing oratary skill. I hope he wun resort to inciting sentiments and evade the real debates though. "knowing" him, I wun put it past him..
i can't wait too, i want to see anwar get the whack.
Hello tunku,
Its definitely a moment time waited by the public to view this debate. Its like a debate between the federal current government and the opposition government to be if the coalition could influence the public in majority.
I'm sure Shabery Cheek will perform well in the debate, but doubt if he could speak well against a well known veteran politicians in the country which is DSAI. But the more interest part is the view of DSAI in reducing the fuel prices because of the current crisis and speculations in oil industry.
Tak sabar nak tengok Anwar mengelentong lagi sekali..Mari sama2 kita saksikan..
