The rally, led by Citizens Action Team (CAT) founder Khoo Kay Peng, saw the crowd holding banners which read 'No To Undersea Tunnel, No To Lim Guan Eng'.
Khoo, who is also an activist member from the Penang Citizens Awareness Chant Group (Chant), questioned the state government's contingency plan should the tunnel's construction cost escalate.
He also demanded that the state government reveal details of the project and show the people it will benefit them.
"Will this project destroy the Persiaran Gurney that we love?," he said.

Tikus Barisan Nasional candidate Rowena Yam, who was also in the
vicinity, said the people should vote against DAP if they do not want a
tunnel that has a lot of potential danger in the future.
