Perak State Assembly Approves Three Motions

IPOH, March 3 (Bernama) -- The Perak state assembly which held an "emergency session" under a tree about 100m from the Perak Darul Ridzuan building today approved three motions besides affirming the Speaker's decision to suspend Menteri Besar Datuk Dr Zambry Abdul Kadir and his six state executive councillors from the state assembly.
The motions are: to express support for Datuk Seri Mohammad Nizar Jamaluddin as the Menteri Besar; to dissolve the state assembly to enable fresh elections to be held and for the Speaker to initiate contempt proceedings against the police, Home Datuk Seri Syed Hamid Albar, Perak State Secretary Datuk Abdul Rahman Hashim and all the government servants who had blocked today's sitting of the state assembly.
The 30-minute session which started at about 10.20am was attended by Speaker V.Sivakumar and all the 27 assemblymen from PAS, DAP and Parti Keadilan.
The first motion was tabled by Titi Serong assemblyman Khalil Idham Lim, the second by Teja assemblyman Chang Lih Kang and the third by Pantai Remis assemblyman Datuk Ngeh Koo Ham. The assembly adjourned at 10.33am.
The sitting, called by Sivakumar, was held outside after police barrred him and the 27 opposition assemblymen from entering the Perak Darul Ridzuan building, which houses the state assembly.
With the assemblymen standing under a tree, the emergency session proceeded with the help of assembly speaker Mohd Misbahul Munir Masduki, who was appointed yesterday, and a loudspeaker.
The sitting took place along a lane fenced by a group of opposition supporters while more than 200 people were in the area.
It was followed by a news conference at the Perak DAP office nearby.
Mohammad Nizar told the news conference that he would seek an audience with the sultan as soon as possible to present the assembly's decision to dissolve the Perak state assembly.
Menteri Besar Datuk Dr Zambry Abdul Kadir Menteri and assembly secretary had claimed that the sitting was invalid because it did not have the consent of the Sultan of Perak.
Mohammad Nizar said the sitting was valid because the doctrine of necessity allowed them to hold it.
Asked what they would do if Sultan Azlan refused to consent to the dissolution of the state assembly, he said that if the assembly was not dissolved it would only prolong the current constitutional crisis and affect the political, economic and social stability in the state.
"So we are crying from the bottom of the hearts of the Perak people to get Tuanku to listen to their voices and get it dissolved," he said.
When told of the claim by several Barisan Nasional assemblymen that they had not received the notice of the sitting from the assembly secretary, Mohammad Nizar said the Speaker had already informed all the assemblymen.
Meanwhile, Ngeh called on Prime Minsiter Datuk Seri Abdullah Ahmad Badawi and Zambry to agree to the dissolution of the state assembly because it was the only immediate solution to the current crisis.

tunku : what a joke, an assembly meeting under a tree and they passed three motions.they must be crazy.okay let say that they approved the motions, will the Sultan approve it? now that sivakumar can't even have a personal lawyer as he is still the speaker, he needs state's lawyer to represents him,what a pity.

Wasting time, money and making a mockery of democracy. The stalemate is not going to be resolved either way. Please dissolve the assembly and in a democratic way seek the people's mandate. The world is laughing at what is happening... the economy is going down... people have lost their jobs... and here politics has not settled.

Don't pass motion in public - maybe under a tree not so bad !!
