Stop Making Civil Servants Scapegoats, Cuepacs Tells Guan Eng

KUALA LUMPUR, July 21 (Bernama) -- Penang Chief Minister Lim Guan Eng has been told by the Congress of Unions of Employees in the Public and Civil Services (Cuepacs) not to make civil servants scapegoats for his shortcomings.
Cuepacs secretary-general Ahmad Shah Mohd Zin said that it was unbecoming of the chief minister of a state to chide a senior civil servant in public for apparent weaknesses in the state's administration.
Ahmad Shah was commenting on a statement by Lim in the media on Penang state development officer, Nik Ali Mat Yunus, where the politician had labelled Nik as "incompetent, useless, unprofessional and a coward" and that he should be sacked.
Nik Ali had revealed that Lim had picked on him on three occasions, the first was over the issue of a seat at the launch of the Penang Hill Project, the second was the construction of twin arches at the Botanical Gardens and the last was about sand mining in Kampung Kenanga.
Ahmad Shah told Bernama that the chief minister had no authority to chide a federal officer who was only doing his job according to the rules laid down by the federal government.
As professional civil servants, he said the officers carried out their duties to the best of their abilities in accordance with the rules and regulations.
"If their decisions did not go down well with politicians, then it was too bad and it cannot be helped because public officers were trained to follow the rules book," he said.
Ahmad Shah, in expressing the hope that there should not be any public spats through the media in future, added that any differences between politicians and civil servants should be resolved behind closed doors to maintain the integrity and respect of the civil service as well as the state administration.

tunku : we have not seen this scene before where a cm or a mb having a public spats through the media with a government officer.it shows how 'clever' is the cm. such a moron cm.it is so embarrassing.hope his father can teach him something.

We must understnd that we have a federal system of government and that instruments of the federal government are required by the constitution to work with state governments irrespective of their politics. If this basic principle of federalism cannot be accepted then we are in for a rough period in our history. Come GE 13 more states more states may come under opposition rule. Are we going to deny these state, too, of cooperation and development? We have to be very careful as to what we wish for and support. If we are not the ambit of the control of the Federal Government may be restricited to the Federal Territories.Raman
