KUALA LUMPUR, Nov 4 (Bernama) -- The government is prepared to review the new regulations under the National Automotive Policy (NAP) if it gives negative impact on Malaysians, said Deputy Prime Minister Tan Sri Muhyiddin Yassin.He wanted the Ministry of International Trade and Industry (MITI) to prepare a report if there were dissatisfaction caused by the implementation of the new regulation requiring passenger cars that were more than 15 years old to undergo annual inspection at the Puspakom before the road tax could be renewed effective Jan 1, next year.
"I want the agency responsible on the matter to submit a report to the government, probably there are people who are not happy because their vehicles would be tested after a certain period, but the move is not to cause hardship but for safety reasons," he told reporters at a media conference, here Wednesday.
Muhyiddin had earlier opened the "Asia-Pacific Aquaculture And Malaysian International Seafood Exposition 2009" at the Putra World Trade Centre (PWTC).
He said the government was always willing to listen to reasons why the new regulation could impose hardship on the people.
"They must submit cases why they will face hardship in fulfilling the requirement...what hardship, we will listen if there is any basis for us to grant an exemption, that we have to scrutinise, possibly there are people who have owned cars for a long time and cannot afford to pay for the cost of inspection and so on," Muhyiddin said.
The new regulation will involve about one million passenger vehicles and is reported to cause hardship to the lower income group and will affect the used car industry.
It is among the 18 new measures in the review of the NAP to improve the competitiveness of the local automotive industry and offer vehicles that are more safe, environment friendly and with high technology.
tunku : this is what we want to hear from the government.please review the implementation of the new regulation requiring passenger cars that were more than 15 years old to undergo annual inspection at the Puspakom.the best thing government can do is to subsidized the inspection cost for the lower income group.may be those whose salary below RM2000 can have free inspection. we must understand that majority who owing cars which is 15 years old and above are from the lower income group.they can't afford to buy a new car or servicing loan for a new car but there are stingy rich people who are driving old,rusty cars.don't spare them.

My suggestions:
1. The policy is good, but it has to be realistic and not oppressive by the "invisible hands". Further, there MUST be preventive measures to the creation of "new industry" - runners to undertake this inspection service and "new under-counter revenue ie graft" to ensure vehicles always pass inspection
2. The policy can be good, and owners can change their vehicles every 10 years. BUT price of cars MUST be reduced by atleast 50% of current price vis-a-vis government must cut the duties/taxes.
3. The policy is good because it will reduce and put away unsafe vehicles off the road.
1. the one who propose this in the 1st place should be investigated first. what's is he or her intention? are you sure it's for safety purpose?
2. has a thorough in-depth and holistic study being done that cars more than 15 years old has more accident on the road? is it the car or the driver?
3. it is well known that more than 90% of road accidents are due to human factor, the rest are due to engineering/design, environment/weather and road aspect!
4. where does the 15 years old cars come into the picture? is it more towards helping the automobile industry (towkeys) rather than assisting and helping more than 1,000,000 poor/not so rich rakyats in kampungs, poor urbanites..
5. if this 1,000,000 rakyats can afford to buy new cars they'll surely do.
6. the government knew why accidents occur..it's the attitude and human factor..that's why government implemented the "ops SIKAP" every festive years.
7. if the government really wants to prevent fatal accidents on roads, banned motorbikes on roads because statistically they contributed fatal accidents- do a study in this aspect too; more so, banned busses during festive seasons!banned repeated offenders on the roads!
8. it is a big blunder for the respective agencies to make such announcement..looks they're more interested to the well beings of few hundreds towkeys rather thanthe well beings and welfare of >1,000,000 rakyat. kudos to to'k pa and dato' mukhriz on this.

The thought of "going to PUSPAKOM for inspection" is already quite a, how to say?, deterrent? a NO - NO?, when imagining sending a car there and hoping for things to be done at most reasonable manner.
Just to share.
1. My "already ex(?)-maid" took a month long holiday (Cuti Hairiraya last) with 2-way Air Asia ticket.
2. Need not "exit memo" since she was suppossed to come back.
3. She did not turn up back here in Malaysia, dont know because of Padang's earthquake or simply didn't want to come back here.
4. Went to Immigration HQ. Were asked to simply pay RM250 (Sita) since the maid did not turn up.
5. After seeing the Penolong Pengarah, she said, "If everything is Selaras, then the RM250 Sita will be xempted.
6. What do you mean by "Selaras"?
7. That the maid does not enter into the the country.
8. Immigration system check - No record that the maid has entered the country, BUT...
9. No record she left the country either!!
10. I told the Penolong Pengarah that I sent the maid myself up to the last point of Immigration where public was allowed. Beyond that point, it was no longer within my jurisdiction or control.
11. Told the Pen Pengarah, it was confirmed by Air Aisa that the maid boarded the plane out to Indon. Did not believe me.
12. Called AirAsia again in front of Pen Pengarah and requested Air Asia to confirm to the Pen. Pengarah herself. Done. Confirm.
13. Still Immigration need black & white and asked me to write to Air Asia. She gave email address where to write.
14. Wrote (3 times already) to Air Asia and have not got the "black & white" yet, except "we need time to investigate the matter". It was nearly a month already in waiting.
15. The Question is.
16. When the Immigration system fail to detect or Immigration did not record any "exit" at exit point, we are still responsible for it, according to the Pen Pengarah.
17. Even if, the maid jump off the plane?
18. Fair ? Even PLUS HIGHWAY is responsible for the highway up to a certain demarkation point. Beyond that, it is no longer within his jurisdiction or power to act. Same like my case?
19. You and your wife must be working in order to employ a maid. When the maid run away, while both of you at work, you are responsible and slapped with RM350 (?) saman by Immigration. Oh? This happened to my friend.
20. Please pay this much levi since you have two maids? What? I've only one. The previous already gone back to Indon woth proper papers and things because she did not wish to work anymore. And this was already about 1 and half year ago.

22. Upon checking the system, oh yes, right, but cannot pay yet because Pegawai dah keluar lunch.
23. So I ended up wasting my time and not-intended-teh tarik at mamak restoran at the Immigaration office.
24. So, sending the car for PUSPAKOM inspection? hmmm.. I rather pay the ulats to get the job done for me.

Should have paid the RM250. But the efforts this far (time wise, etc) already surpassed the monetary value of RM250.

i was imposed the same penalty by the immigration as my ex maid never returned(she supposed to)last time.when i applied for a new one, i had to pay rm250.that is the law.they never told me anything of the "selaras" thing.

Yes goog policy. But you must have more outlets that can give the OK certificate for 15 Year old cars. And why PUSPAKOM monopoly.Can you imagine what will happen to your 15 year old car if you drive it from Jerantut in search of PUSPAKOM. The car will be lost on the way. Ramalx
