Kelantan treated water lost due to bad governance.

Half of Kelantan's treated water lost to leakage

KUALA LUMPUR (Oct 31, 2010): Almost half the total treated water supply in Kelantan last year was lost to leakages and poor water management and services, depriving the state of much needed revenue.
The state recorded a 48.3% loss or 61,567,985 meter cube of its total treated water supply in 2009, according to the Auditor General's Report 2009. The total amount of water loss is also known as Non-Revenue Water (NRW), as the government has to pay for its treatment, but received no income in return.
The Auditor-General's report revealed that the figure is way off the mark of from the state's target of 40%.
Water supply in Kelantan is managed by Air Kelantan Sdn Bhd (AKSB), a subsidiary of the Kelantan Mentri Besar Corporation, and the report attributed the loss to both physical and commercial factors.
Physical factors which caused the bulk of losses or 43.1%, include leakages from the main and connecting pipes, as well as problems to the water distribution and reticulation system (flow of water from treatment plant to consumers).
Based on customer complaint records in Kota Baru and Pasir Mas, the audit found that AKSB did not meet its customer's charter of providing repair services within 10 hours to two working days.
Instead, it took the contractors from between two to six days to make repairs, causing a significant amount of water loss.
In Pasir Tumboh, there was an elevated water tank that had been leaking for two years.
According to AKSB, the water tank's repair works were delayed due to budget constraints. AKSB said it had resumed repairs in April this year and was scheduled for completion in July.
There is also no proper record of water intake for treatment by AKSB.
AKSB was also plagued with unauthorised consumption of water, inaccuracies in customers' meters and data handling errors.
To improve meter accuracy, last year AKSB replaced 34,036 units with a new "smart model".
The report said that the Kelantan government had in 2008 received RM130 million under the Ninth Malaysia Plan to implement a holistic NRW reduction programme.
The programme involved two major contracts issued by AKSB to an unnamed joint-venture company - for research and implementation of NRW reduction initiatives statewide, and to design and activate a Geographic Information System (GIS).
Work in progress until last year was only at a mere 22.2% and did not meet its target of 28.3%.

tunku : although they receives fund from federal and also from the water supply revenue, still this aksb under the menteri besar corporation had failed miserably to give good water supply to the people of kelantan. they are getting dirty water most of the time. is this a good government? they can't even give the very basic needs of the people. the menteri besar for two decades had failed to give clean and quality water supply to the people.
