Government mulls over offering discounts to traffic offenders

KUALA LUMPUR: The Government is mulling the possibility of offering discounts to traffic offenders with huge amounts of outstanding compounds.
Home Minister Datuk Seri Hishammuddin Tun Hussein said while issuing summonses was to discipline traffic offenders, the Government had no intention to burden anyone.
“We are looking into that possibility provided that we are convinced that everyone has learnt a lesson not to take this matter for granted.
“There will be a high-level meeting to be chaired by the Chief Secretary to the Government (Tan Sri Sidek Hassan) that will decide on whether to reduce the compound,” he told newsmen after attending a working group meeting between Malaysia and Australia on counter-terrorism here on Tuesday.
The Australian delegation was headed by its Ambassador for Counter-Terrorism Bill Peterson.
The police recently said it had issued more than 10 million saman ekor (traffic offences caught on camera) since 2000 and motorists who ignored these summonses risked being hauled to the police station.

tunku : just take stern action on those traffic offenders. we must understand that we are talking about offenders here.why want to give special treatment to them? law is law.everyone understand that.the offenders can take matters to court if the are not satisfied with the summonses.the home ministry should not take soft approach on this matter otherwise no one will respect traffic law in this country anymore.if you don't want to be summoned , follow the rules. don't blame the government for your unlawful act.

Looks like this is part of the current Mega Sale campaign throughout the country.

We know that we have good laws but it is always the enforcement which is lacking.

Just read the Sun today that after so much "oh ha" with the operations in Batu Feringgi in Penang, the beach boys are back with the "illegal" business

In Penang, we now have police personnel being posted all over and the sit under the big umbrella (Not sure whether this is a Penang thing or nationwide). Nearby, motorists would be breaking the law parking their cars all over. A good example is the KOMTAR area

Prinsip saman ekor:-

You are Guilty Until Proven Innocent

Walaupun tidak berpuashati dengan saman (ada sebab-sebabnya tersendiri), berapa ramaikah yang sanggup bersusah payah hingga ke mahkamah untuk membuktikan dirinya sebenar tidak bersalah? Wajarkah prinsip "You are Guilty until proven innocent" dalam kes saman ekor ini sedangkan undang-undang mengambil pakai prinsip "You are innocent until proven guilty"?

Young people are getting on the wrong side of the law. They are parking their cars where they like and have no qualms blocking a car that is legally parked. The other day out side TMC in Bangsar a lady had parked her car legally in one of the bays in front of the Supermarket. A BMW Seven Series was parked right behind her car.She hooted to get the owner to remove his car. He was at the payment counter and waiting to be attended. The lady hooted again. This young man was all irritated and he went over to the lady and told her to wait and that he will remove his car after he had payed for his goods.I could not believe what went into my ears. And true to his word he only removed his car after he had completed his task at the payment counter.

Come on PDRM I am sure that you can do better than that when it comes to protecting the citizens who abide by the law.

Saman ekor is piece and percel of a game call "lepas tangan" by the police and the government.

Saman ekor has not changed the accidents and fatality rates in the country for the last 30 years.

The Police is actually fighting the travelling public (who is also a voter every 5 year or so)by setting up to ambush the travelling public speed whilst they are driving.

Most of the location set up by the Police is on the highway where the design able to cater for the plus 10-20km/hr of the designed speed.

They are setting up the speed trap on highway where the accident, incident and or fatality is lesser happened. They are not setting up the speed trap on the trunk road. The federal route and the state route are where the accidents occured mostly.

Regardless what the present government is saying most of the general public believe that the "saman ekor" is no more than just the government indirect action to rob the general public (less the unpaid saman).

I am worried that at last the travelling public (the voters) later would punish the present government just because of saman ekor. Too small for a bigger impact to our country.

Most of the saman ekor is a set up by the Police to get the travelling public. This is based on location of the speed trap. It is either down hill where the speed would increase or up hill where most of the travelling public would speeding for inclination.

It is also after a superelevation corner or after up and down and cornering. Even if we set our car on cruise control at 90km/hr still when encountering these location setting up by the police we are getting into their trap.

Just imagine even our cruise control car could not maintain the speed limit of 90 km/hr at those set up speed trap location else if we manually driving our car.

Well but i believe perhaps if our leaders is always driving at 90 km/hr from Padang Besar to Johor Bharu so he is out of saman ekor range.

I strongly believe the saman ekor is against the constitution rights of our citizen. I hope one of our attorney could justify this assumption.

But i also believe that if the SAME efforts and ambition being put as we are doing for saman ekor to the general public to the crimes prevention for sure our country could reduce the crime rate further.

Further i also believe if we are still excited about this saman ekor still why not change it to educational class.

tok kemuning,
educational class is there right now when you learn to drive and getting yr licence.
saman ekor is relevant as of there is no saman ekor than most of the drivers will think the road belongs to their father and start speeding like nobody business.
whenever we sees policeman with the camera everyone slows down.
when you get your saman , next time you are cautious and slows down.it works.

Normally, the police with camera is always hiding somewhere and not readily seen.

Nama lagi "perangkap" laju, sound not very noble to "lure" and "trap" the travelling public in the name of road safety.

I'm kinda agree with Tok Kemuning. A speed trap at 50kmh zone and the road looks like more of a highway? I have personally asked the policeman, their answer was, the 50kmh sign was put up by JKR not police. We just issue speeding summons base on that sign (I believe, the road was upgraded and somehow the 50km limit sign was meant for the old road being re-erected) A speed trap set-up just before you enter a Pekan limit of 50kmh from a highway of 90kmh? Why not the trap set up after the Pekan? Purposely set up to "trap" the 90kmh who is slowing down? If the driver busted the 50kmh just after emerging from Pekan limit, you can be quite sure that the driver was speeding even in the Pekan. Get what I mean? More dangerous driving I notice in the city, speeding, haphazard etc. Do you see any vigorous safety measure like speed trap in such places? Sorry, I dont!

Well.. just drive around the country and take notice the road conditions, speed limit signs and places popular with speed trap. I think you can appreciate what Tok Kemuning is trying to say.

We are all concern with road safety, and saman ekor is very dubious in this respect. Seems that saman ekor is not so truthful in upholding road safety.

Dear commentators,

Please dont start a war here. We should give some due respect to the blog owner.

My apology if my blog entry has anything to do with this "war".

Yes, I was told that there was a photo taken by the police in my case. The photo was someone's else car, but the summon was sent to me.

The error must had been caused by the number plate. The offender's no. plate was (just an illustration) XYZ 911 and my no. plate is XYZ 91. The police had missed the last digit when sending the summon.

Please read my blog entry HERE to have a clearer picture.
